Senior Systems Analyst (ERP Support, AI Engineer, and Data Engineering)
The Information Technology Agency has an exciting opportunity for an analytical individual passionate about finding innovative solutions to the City's needs using information technology systems. The Senior Systems Analyst is responsible for supporting all City agencies, with defining system needs, assuring system integration, performing expert functional/technical maintenance and support, and project management. Additionally, this position will play an active role in the ongoing assessment of system needs and assist with future system implementations. The Senior Systems Analyst may be assigned to one of the IT Agency's Divisions: Systems, Applications, or Operations. The current vacancy is within the Applications division.

The Eligibility List will consist of both internal and external applicants who meet the qualifications and successfully complete any required selection processes.
The hiring department has the discretion to consider internal applicants on the Eligibility List prior to considering external candidates on the Eligibility List.

Background Investigation
All appointments to this position are subject to a satisfactory background investigation conducted by the Ontario Police Department. The background investigation will include the following: passing of a polygraph test and the successful completion of a post-offer medical exam (including drug screen). Candidates may be disqualified from further consideration during the background investigation for a variety of reasons including if they have: an excessive number of traffic citations and/or collisions; arrests and/or convictions; a history of illegal substance abuse; poor credit history (factors include bankruptcy, foreclosures, liens, repossessions, and recency); or thefts from a previous employer. Examples of Essential Functions
The essential functions typically performed by the Senior Systems Analyst include, but are not limited to, the following:
Identifies improvements and enhancements to current systems based upon business requirements.
Researches and develops recommendations for the implementation of new automated solutions.
Tests new software releases, patches and updates; troubleshoots technical and functional problems.
Provides guidance and support for a variety of citywide information technology systems and applications.
Maintains and updates citywide information technology systems and applications through programming or the use of the system / application's administrative functions.
Trains functional users in efficient application operation and report writing.
Supports digital exchange of data across various information management systems.
Manipulates and analyzes data from a database environment.
Develops reports designed to address user specific needs for information.
Prepares and maintains documentation of systems, programs, and projects to describe program development, logic, coding, and correction.
Develops manuals describing installation and operating procedures for end users.
Develops SQL statements, reports, and SQRs.
Serves as project team leader; oversees major projects, prepares and maintains documentation of systems, programs, and projects.
Mentors and trains lower level staff.
May direct the work of technical and other support staff.
Provides research, analysis, design, and problem resolution to determine and develop recommendations for best practice information systems solutions.
Job responsibilities will require travel.
Performs other related duties as assigned.
Qualification Guidelines
Education Equivalent to a Bachelor's Degree from an accredited college or university in Computer Science, Information Technology, Public Administration, Business Administration, or a closely related field. Experience Three (3) years of experience supporting enterprise information management systems. Desirable For IT Applications:
Experience working in the public sector and supporting systems for areas such as Finance, Human Resource Management, and Public Sector Innovation.
Experience with system implementation as a project manager or in a senior technical role.
Experience utilizing and supporting reporting tools such as BIRT and SAP Crystal Reports.
Experience creating charts and dashboards utilizing data analysis tools such as PowerBI, Tableau and Sisense.
Experience configuring, administering, and supporting modern cloud SAAS systems, such as Workday Human Capital Management, Payroll and Finance (full suite), Workday Adaptive Planning, Workday Extend and Workday Security.
Experience utilizing and configuring integration tools such as FME Form and Flow.
Experience utilizing databases including SQL and SQL programming.
Experience utilizing and configuring cloud-based data warehousing solutions such as Snowflake.
Experience with Data Engineering and Data Science techniques, including data pipeline creation, database design, and statistical analysis techniques.
Experience utilizing and configuring AI solutions and technologies such as Generative AI (e.g. ChatGPT), SnowFlake Cortex, governance platforms (e.g. DarwinAI Govern), and Agentic AI orchestration frameworks. (e.g. A2A, MCP)
Project management, information systems and/or programming related certificates.
For IT Systems:
Experience with designing and configuring enterprise networks (firewalls, routers, switches, wireless access points).
Experience with managing enterprise telecom systems, call center technology, virtual infrastructure, automation, scripting, cloud service providers, cloud infrastructure, Microsoft Active Directory, and/or Microsoft 365.
Experience with managing enterprise solutions including backup and recovery, identity and access management, infrastructure and service monitoring, and cybersecurity tools.
Experience implementing, and managing Public Key Infrastructure (PKI) and digital certificate lifecycles.
Network, Systems Administration, or Cybersecurity related certifications.
